In Loving Memory of James B. Starks

With deep sadness and enduring love, we announce the passing of James B. Starks , who departed this life on June 9, 2025, surrounded by those who cherished him most. James was a beloved father, grandfather, brother, and friend whose strength, warmth, and quiet wisdom left an indelible mark on all who knew him.

Born and raised in Washington, DC, James attended Phelps High School, where he graduated with a vocational degree as an electrician. After high school, James started working with Western Electric Co. in Virginia. In 1966, he joined the United States Army and served with the 44 ^th

Artillery Battalion during the Vietnam campaign. After his tour of duty, James returned to the States and continued to work as an electrician with AT&T, where he retired after 20 years. During this time, he met and married the love of his life, Joyce Dixon Starks.

James lived a life defined by integrity, hard work, and unwavering commitment to his family. He was a devoted father who made everyone feel welcome, valued, and heard. Known for his warm smile, he was a man of few words but profound impact—his actions always spoke louder than his words, whether through a helping hand, a reassuring presence, or a hard-earned lesson shared with grace. James touched countless lives through both quiet gestures and bold acts of compassion.

James was passionate about music, muscle cars, the game of pool (a true pool shark), and his love of celebrating his favorite football team, the Dallas Cowboys. To know James was to experience laughter, honesty, and unconditional support.

He is survived by his immediate family, (son) Lamon Starks of Rockville, MD, (daughter) Jelena Starks of Forestville, MD; 3 grandchildren, Brittney, Ahmon, & Avery Starks; (older brother) John Starks of Temple Hill, MD, and he is preceded in death by his wife, Joyce Dixon Starks.

A celebration of James's life will be held on July 22, 2025, Faith Assembly of Christ. Family and friends are invited to gather in remembrance of a man whose life was a steady force of love, laughter, and quiet strength.

Though he may no longer walk beside us, James B. Starks will forever live on in our hearts and the values he instilled in us all. We are better because he was here.

Rest peacefully, James. You were deeply loved, and you will be missed beyond words.
